What Causes Hard Skin Under The Toes?

On the underneath of the toes feel like dried rabbit or any type of animal skin and in reality they are as soft as a baby s bottom because I put Vaseline lotion on them two or three times daily actually three times daily when I wake up and get ready for the gym and after the shower at the gym and when I go to bed but all day long they feel like I said dry rabbit pelt I have diabetes I take four glbizide two metformin and eighty digits in my pen for lanrus insulin
