What Causes Irritation In Penis?

For the past couple years I've had occasional irritation in my penis after sex and especially masturbation, i got tested before with normal results, although my complaint was for a uti. It doesnt always happen but when it does it feels like I've gotta pee and lasts 30-60 mins....I'm a 24 yr old male.
