What Causes Itching Around The Lips?

hi, my six years old daughter is having some itching arround her lips. Doctors saying its because of lack of Vitamins, C in perticular. A lot of ointments, gel etc along with doses of vitamins has been used but its not cured. Please suggest what to do.
