What Causes Itchy Black Patches On Feet And Legs?

I have itcy black patches on my feet and legs. They started a few months ago and now are starting to appear on my arms. I also noticed that I get blisters that come and go that also itch. I hate the way my legs look (especially w/ summer coming) any ideas what it could be and how to treat? thanks
