What Causes Itchy Lumps On The Sternum And Spine?

I have a skin irritation covering most of the inner section of my chest area (over the sternum area) and also along the middle to lower part of my spine. It's been there about a week now, has very small bumps, itches, some tenderness. Have tried aloe vera, antibiotic ointment, vitamin E. Nothing is relieving the symptoms.
