What Causes Itchy Red Bumps On Arms And Hands?

i have been using pennys selftanning mouse without moisturising for a good while and its been fine but on sunday i put it on and monday morning the tan was very dark on my hands and arms so i went to the chemist and got a wipe in a packet that tones down the colour and gets rid of streaks . then on tuesday evening i start getteing little clear and sometimes red bumps on my lower arms and and a bit of my hands and its itchy i have tried silcocks base but doesnt seem to be working. my legs are fine and there is no spots or anything on them its just my lower arms and abit of my hands could you help me find out what this is pleasee i dont know if it is an allergic reaction or what. but im not allergic to anything.
