I have small white bumps on the bottoms of my toes that are filled with clear liquied and when popped causes my skin to itch and peel. It started on my pinky toe on my right foot and has spread to my big toe and is now also on my big toe on my left foot. Its only om my toes, not the bottoma of my feet. Iv used a spray for athletes foot on it and it dries it out and makes it peel worse.
This is usually caused by a viral infection. I suggest not to peel as it may cause spreading and further bumps.
Physical exam is needed to confirm things. Treatment depends on the type of viral infection usually it would be herper or HPV.
