What Causes Itchy Whitish-red Bumps In Patches On The Top Of The Foot?

Hello,
I am a twenty year old african-american female. A few months back I noticed lighter patches on my right leg but it didn't seem to be spreading at all. A little bit later one night I felt my right foot get very hot and itchy and the next morning there were small whitish-red bumps in patches on the top of my foot. They are now spreading to the sole of my foot and itch occasionally. I am not sure if the patches on my leg are related at all to the more bumpy ones on my foot.
