What Causes Little White Dots Surrounded By Veins In Eyes?

Question. my right eye has been very uncomfortable for the past few days now. At first, I thought it was because maybe one of my eyelashes was sitting funky, but tonight I noticed a little white dot surrounded by veins. It does not hurt, but it is extremely uncomfortable and makes me want to itch it. Any idea what the problem is?

By the description it appears to be phlyctenular conjunctivitis - an allergic phenomenom in eye.
One may use antibiotic cortisone eye drops in a tapering dose for a fortnight or so .
