What Causes Lump On The Outer Knee?

Hi, I have a lump that has developed in the outer front of my right knee. It feels a little spongy and is not painful unless kneeling. It is about half the size of golf ball and does not float. What could this be? Recommended treatment? It has been a few weeks with no change and ice does not make it go away.
