hernia usually presents with pain and a bulge in the abdominal wall on straining, sometimes the hernia is too small to create a bulge and in such cases we do not advice any treatment. putting finger on the location on abdomen and coughing can help you feel and localize a hernia if one is present. you will feel a slight push against your finger. as for your itch it could be due to a number of reasons, it could be allergic response to the fabric your wearing or anything else that your skin might have come in contact with. take a simple antihistamine and if the rash resolves, you'll be fine, but if it persists or worsens then you could consult your physician or dermatologist.
