After going through your medical details I understand your concern and I would like to tell you that considering your specific case, history of rheumatic fever with pericarditis and now chest pain with radiating pain in arms can be cardiac which requires cardiac evaluation. It's recommended for you to get an ECG and Echocardiography done and consult a cardiologist for physical evaluation and treatment.
