What Causes Penile Discharge?

I have had an infection now 3 months in a row. I am having penile discharge. I have taken Doxy and Cipro and now am facing the infection again for the 3rd time. What other causes could it be if STD test for Gonorrhea and Chlamydia have come back negative each time?
