Orthopaedic Surgeon, Joint Replacement 's  Response
I have studied your case and i think that there can be two reasons of this. Either there is still nerve compression in the neck which is not relieved with surgery. Other cause can be that there can be a different pathology in your shoulder like nerve compression.
I would recommend you to get a MRI of the neck and shoulder to confirm the diagnosis. If there is nerve compression present then it might need repeat surgery.
Till than you continue physiotherapy.
