What Causes Rashes On Legs?

I've taken my mother to the doctor for a skin rash on the leg and always been told that it is an allergy.....but several study has been taken and the condition persist......Today I spoke to her and she said that her condition has worsen and the rashes on the leg are darkening in color......I am concern...What can it really be?
