What Causes Recurrent Clogging In The Ears?

My ears constantly plug and after unplugging them, 5 seconds later they plug again. I have been to two ear specialist and have had no clear diagnosis or solution. This has been a problem for twenty years or so. After unplugging them my hearing changes and I can hear a little better. I also have tinnitus.
