What Causes Recurring Bleb Beside Anal Region?

im a male of age48...im getting recurrent small bleb beside anal region... i have under went a surgery for peri anal sinus opening... that bleb burst open by it self to liberate pus like material. so can u plz say me the reason y im getting that..
