What Causes Red Blister Like Bumps On The Legs, Arms And Chest Area?

Hi. I have a rash. Red, blotchy bumps that look like a blister. In two days they get a white head on them. When they break open , they seep a liquid much like a blister from a burn. They are primarily on my torso - none on my back, a few on my lower legs and arms, two on my upper chest, several below/under my breasts and the vast majority are on my upper thighs, lower buttocks, and stomach.
