What Causes Red Bumps On Head Of Penis After Masturbating/ejaculating?

After masterbating/ejaculating, these red bumps appears on the head of my penis. The STD nurse said it is fungal and when I use the fungal cream they do go away after a few days, but then they come back after masterbation. Could it be something other than fungal?
