What Causes Red Eyes?

My 1 year old has a puffy red eyelid. No redness in the white of the eye. It is watery. It has a tiny amount of goop in it but nothing extreme and no crusty goop when she wakes up. No fever but she just started coughing a little today. Could it be viral conjunctivitis due to a cold? Can she go to the babysitter with other kids?
