What Causes Red Marks On The Upper Legs,arms And Penis?

I have several red oval to round marks tat appears om my upper legs. Some become flaky. It is not itch mch, but it causes me stress. Some also appered on my inner arm as well as on the shat of my penis. Some loses its rednees now and slamml flakiness forms around it. It seems very red after I get out of the bath. I am a white male aged 48.
