What Causes Red Rashes On The Penis?

Hello,I am 35 years old man.Recently I am suffering with Red Rashes in my pennis since one month.At first week Dr prescribed me CP maleate & Quadridrum Skin ointment(Beclemethasone dipropinate & clotimazor),after using this there was no change of infection.It is increasing.after 7 days he prescribed me Tab Azithromysin 500mg for 3 days & tells ointment is not required.After 3days,the infection is reduced only by 10%.Now he prescribed me doxycycline 100mg(twice a day) for 7 days.This is 2nd day.But the infection as it was.please suggest what to do?
