What Causes Red Skin On Penis With White Fluid?

pls help me in my problem ..

Last week . whn i pull back upper skin of my penis , the inside of penis got some extra skin upon it ..

after 2-3 days .. tht skin automatically came out .. and now red skin (litte part) is in
place of it .

also i m getting white fluid collected on my penis (whn i pull back upper skin back)
also tht red skin spot is also there ..
