What Causes Red Sore Bumps On Leg?

I am an RN, my sister in law just showed me 3 spots on her leg, in clusters of red sore bumps, almost like insect bites , the bumps are red, raised,smaller then pencil head in clusters, then the skin is redden around the cluster of red bumps almost like a reddish ring encircles all of the bumps
