What Causes Red Spot On Penis Shaft?

Hello, I have a issue with my penis. A few days ago a spot developed, under the skin. It is on the shaft of my penis and is around 1cm wide. It is like a seed under the skin which can more around a little. There is no irritation or symptoms, just this white/red spot. I have not been in any sexual contact. Thanks in advance.
