What Causes Redness In The Eyes?

I am a type 1 diabetic and noticed a large red portion of the white part of my left eye. It is the same eye where I had a blood vessel break near the retina and needed eye surgery to remove the dark spots and branches I saw in my vision. I have been fine for years. Now I feel like there is something in my eye -- like a film-- that has made my eye red and my vision slightly more blurry. At first I thought it might be pink eye, but no oozing or traditional symptoms. Do I need to see my retina doctor?
