What Causes Retraction Of The Penis And Scrotum?

Why do my penis and scrotum seem to always be in a state of retraction and kind of shriveled? At times my penis will relax and be around 3 1/2 inches and look normal, yet inevitably it will retract. This happens several times during the day, especially during and after exercise, and even during a warm shower when I figured the penis and scrotum to relax. They seem to be sensitive to air or water, as well as my emotions (if I m nervous/stressed) and will retract from a normal flacid/relaxed size. This is embarrassing and bothers me. My scrotum seems to prefer being tight and close to my body rather than loose. Is this unusual because it has always been that way since I can remember?
