What Causes Ring Worm Like Rashes On The Arms?

I ve got a half moon shaped rash on my arm that looks sort of like ringworm, but the skin gets really dry and scabby and then goes away only to reappear again days or weeks later. Always in the same spot, and I get it in the same spot on my other arm too. Sometimes both arms at the same time and other times just one or the other. It s nowhere else on my body. Has been appearing for a few years now.
