What Causes Severe Pain In Lower Back, Hips And Legs In A Patient With Epilepsy?

I have a past history of epilepsy, but no meds, or activity for some 40 years!! I started having real bad pain in my lower back, hips, and legs, and I have little balance now!!! when I lay down, or sit up in bed , if I look up, or move my head the wrong way everything starts spinning, and my eyes feel like they are moving from side to side real quick! is this a sign that the seizures may be coming back?

I understand your concern and would explain that your symptoms are not related to epilepsy seizures. An inner ear disorder could explain the spinning. But the pain in your lower back and legs is not related to the inner ear. It could be a sign of spinal canal stenosis or chronic degenerations of the lumbar spine.
For this reason, I recommend consulting with a neurologist for a careful physical exam. A cervical spine X ray study coupled with a lumbar spine X ray study is necessary to exclude chronic degenerations of the spine. Based on the physical exam, further tests may be needed : a lumbar or cervical spine MRI study to investigate for spinal canal stenosis.
