What Causes Small Bumps After Getting A Tattoo Done?

I got a tattoo on the top of my foot 6 days ago and its actually my 3rd one. There are some tinny bumps that are starting to come up, they don't scratch nor itches, anything. i have been using triple antibiotic ointment at night and Eucerin original healing through the day. What can the bumps be ?
