What Causes Stinging Sensation After Bowel Movement?

my husband aged 26. Says every morning when he goes to the toilet, and has a poo that it stings and when he finishes Feels like he needs to go again. He has been eating some spicy food, but not to spicy and said it has happened before when not eating spicy food. What can help?
