What Causes Sudden Urges To Defecate But With No Actual Bowel Movement While Visiting The Washroom Prior To Which There Was Blood In Stool?

I am a 61 year old black male. I feel the constant urge to defecate but most often hardly anything comes out. All I experience is pressure and pain. This has been going on for two weeks. Two weeks prior to this, each time I defecated there was a lot of blood in my stool.
