What Causes Swelling And Pain Due To Rashes?

What else can be used for a rash that has never completely went away on an ankle that causes swelling, pain, and seeping and has eaten off the first layer of skin to the area? She has tried beta methsone/clotrimazole cream, triancinolone cream, antibiotic ointment, po antibiotics and antifungal. She gets blisters too and has smaller spots on the tops of her arms and hands and fingers. Allergy testing was done nothing that could cause the rash came out.
