What Causes Swollen Painful Red Blotches All Over The Leg?

My legs from my feet all the way up to my size are swollen with purple and red splotches when you touch them they ll even implant in there holding fluid. They hurt extremely bad to the touch even just the sheets or blankets touching them hurt. what could this be?
