What Causes Tender Lumps In Legs?

I am 55 year old man i got painless multiple (>3)small lumps (about 1 cm in diameter ) on the lower anterior part of my both legs it looks like skin elevation, and on pressure it feels like click, they are colorless and not tender, i have well controlled HT, otherwise i have no other medical problem, what might be the cause of these lumps?
