Hi.
Thanks for your query and history; read and understood your problem.
you have entered into the vicious cycle of itching causing injuried to the skin- causing more itching and so on.
Hence the first part is to bread this cycle of itching and injury.

The possible causes may be so many which started the itch on the scrotal skin:: This can be Jock's itch. Once you have scratched the skin fervently, there are innumerable injuries, small cuts in the skin.

Since the skin of the scrotum is different, corrugated the seat accumulated there causing the itch to increase more and more.

This may be added on by the reaction to the ingredients of the ointments, soaps and anything you apply to the skin including the soap retained in the underwear.

I would advise you the following in such a case:
First of all stop all the creams and soaps. Clean the are with plain water 4 times a day. keep the area well ventilated to keep it cool and dry.
Apply Liquid Povidone Iodine to the whole are twice daily to kill all the bacteria.
Take an antibiotic, antihistamine like Avil or so to stop the itching, If required you can ask for a short course of oral steroids to suppress the itching.

Follow this rigorously and you will be fine.
Also take an opinion of a Dermatologist to have a proper diagnosis as to what the problem is and to rule out problems like scabies and so on. Do not cut the hair as they will irritate after a few days.
