What Causes The Discolouration Of The Ankles?

I have a discoloration on both of my ankles. I always wear leather boat shoes and on the top of my feet you can see the outline of where the shoes are. It looks almost like a farmers tan but just on my feet and ankle areas. It stops near the middle of my shin areas on both legs. Is this a fungus or could it be poor hygeine
