I can understand your concern for varicose veins and rash on the legs as well as hands of your son.
Varicose veins are commonly seen due to perforaters in the superficial and deep veins. It is very often seen in person with obesity or overweight status. Just check if your son has tendency to gain weight and is not obese.
Rash is generally not seen in varicose veins and is commonly seen in other of the conditions not related to varicose veins.
I suggest you to meet a family physician to get a proper diagnosis of the rash. It is also very important to meet surgeon to get proper treatment and cure of varicose veins.
I suggest your son to reduce weight if on higher side.
All the best
