What Causes Watery Eyes?

My dauther is 4 and a half months old. Since she was a week old, her left eye is always watery and with mucuse all day coming out of it. I have taken her may times to her pediatric and all they gave me all kinds of eye drops and even the thing about the warm rag and nothing works. Should i take her to an eye expert? Or what should i do?
