What Causes White Bumps On Penis?

Hello, I am 17 years of age and I believe I have Pearly Penile Papules and sebaceous prominence. While I was using the restroom at work I noticed hair folicle like white bumbs on the shaft of my pennis and pumps around the head of my pennis that dont go all the way around and are not on the head. Am I guessing right or do I have an STD?
