What Causes White Dots Around The Eyes?

Hi i have a few worries.. around my eyes i have these little white dots... And the inside of my upper lip is patchy white with little around it. AND the inside of my forskin i have a few patch of white spot well not spots look rather disgusting what ever it is do you have any ideas what it could be?
