What Causes White Spots On Bottom Of Both Feet?

I have many tiny white spots on the bottoms of both my feet that are usually filled with a clear or white fluid. Once they open, they heal up and go away, then others appear. The ones that don't open on their own can be painful at times. What is this and how can I get rid it??
