What Could Be The Bump On Inner Thigh With Welt?

I have a small round spot on my inner thigh that resembles what might be left from a scab. It has been there for months. Yesterday a small red bump like a pimple appeared where the spot is and now there is a large red welt surrounding it. It is tender and a little itchy. What could this be?
