What Could Bumps On Penis Suggest?

Okay so I m 16 and I masterbate like every other day some times. But there s these little bumps under my penis that almost go up to the head of my penis and there around the base . I am a Vergin so I don t think it s a std and I clean it normally. What should I do? And another thing is the bumps look like white heads and I can pop some of the bigger ones.

It may be due to smegma. As it's asymptomatic there is no need for any active management. Maintain proper hygiene.
