Hello ma'am and welcome.

Bleeding during pregnancy depending on the amount can some times be normal, but with your given history we should rule out miscarriage and check for the viability of the pregnancy.

As you are 3 weeks pregnant, the ultrasound might not be able to visualize the fetal pole, gestational sac, etc; very well. But also make sure you request for a check on hormone levels, as sometimes hormone levels could cause the bleeding. Pregnancy-supporting medication like dydrogestrone, hCG, etc; might all be warranted. Please speak to your doctor about the same.

Hope this helps.

Best wishes.
