What Could It Be If Having A Blood Blister And Slight Burning Inside The Penis?

i have a black dot almost like a blood blister and have slight burning on and off inside my pee hole. i am circumcized and when i look in it is directly at the top of my pee hole. what could this be? could this be due to jacking off to much? or something else?
