What Could It Be If Having Bumps On Penis After Not Washing Cum Following Sex?

occasioally after sex i fall asleep without washing up my gron...when i do this the next day i fell an itch and then i develop a small area of bumps on my penis that itches.. sometimes if i pop the bumps a clear liquid will discharge..other times a white liquid will come out if i pop them...any ideas what it could be?
