What Do Black Dots On The Lower Eyelid Indicate?

Hi I have noticed 2 tiny smooth black dots on my lower eyelid when I pull it down nearest the outside corner, I had boticed one dot for a maybe 3,4 years but now I see 2. I get stringy puffy eyes from time to time that i have had since I was little which has got better by taking things out my deit not using chemicals etc. Some things set them off like doing laundry or any dusty things or certain foods or chemicals, I belive it is dry eye syndrome from my hormonal imbalance and I just happento be sensitive to dust etc too! the irritation can be either eye but it seems usually the one with the black dots..maybe a conincidence? I really dont think the dots are related to that problem, but I wondered whether the dots are worth being checked out by a specialist or whether it is just pigmant damage possibly from too much rubbing and wiping! Thank you
