What Do Black Scabs On Scalp Without Soreness Indicate?

my 6 year old daughter has black scabs on her scalp along her hairline where her shade is. she says they are not sore and she hasnt been scratching. i was able to get some of them off by scrapping at them with my fingernail. i was just wondering what they might be.
