What Does A Lump On The Neck Indicate?

When I sit upright I can feel a lump on the bottom side of my neck and the lump moves when I touch it, when I turn my head around I can hardly feel the lump and it disappears. Then when i turn my head again and look straight I can feel the small lump. Is this cancer?
